I'd recommend building a prison that can house around 200 prisoners and runs pretty efficiently without many incidents as you'll need mainly Medium Security Prisoners (you can try it with Minimum Security prisoners but they might not stay in the prison long enough).
This achievement can take a while as you need to have 10 pass the course in one prison.
